Tendril Total Resource Cost Test

The Tendril Total Resource Cost (TRC) Test measures the net costs of a demand-side management program as a resource option based on the total costs of the program—including both the participant’s and energy service provider’s costs.

Measured Benefits
Calculated benefits combine of the effects of a program on both consumer participants and non participants, and measure avoided supply costs as well as reductions in transmission, distribution, generation and capacity costs that are valued at marginal costs during load reduction time periods.

Measured Costs
Costs in the TRC Test include program costs paid by both the energy service provider and by participants, plus any increased supply costs during increased load time periods. The TRC Test includes all equipment, installation, operation, maintenance, removal (less salvage value), and administration costs—regardless of who is paying—and treats tax credits as a cost reduction.

Test Results
Depending on your requirements, the TRC Test can provide results as net present value, as a benefit-cost ratio or as a levelized cost.
